Advocacy and Networking |

Aims at creating space for empowerment. It also aims at providing information on real life experience of local communities on human rights violations by State-sponsored development activities on traditional territories of indigenous peoples. The advocacy work is also focused on NGO's and concerned members of the public. |

Advocacy at the United Nations |
| |
AIPP identified the five main fora to base its advocacy at the UN and selected a representative to coordinate preparations prior to the meeting and the Asia Caucus during the said fora. The fora are the Permanent Forum on Indigenous Issues (PFII), the Working Group on Indigenous Populations (WGIP), the Working Group on the draft Declaration (WGDD) the Commission on Human Rights (CHR) and meetings related to the Convention on Biological Diversity (CBD).
The AIPP Secretariat, the EC and Committees will identify focus areas that indigenous representatives from Asia shall commit themselves to follow-up and to discuss information-sharing mechanisms. The Human Rights and Advocacy Committee (HRAC) and the Indigenous Knowledge and Biodiversity Committee (IKBC) shall meet annually to review developments and strategies. Asia Regional Preparatory Meetings are also envisaged to be held to prepare for the various fora.

Networking |

This Programme will also involve organising Asia Regional Conferences/Workshops to discuss issues of importance for indigenous peoples in the region, and to promote networking among AIPP’s members and contacts. These Conferences/Workshops will be two-tracked – one track is a visionary initiative to build a common understanding on indigenous peoples’ development (IPD), and another track is on other issues of interest. For the IPD, each year will focus on a particular aspect of indigenous development or system. Subsequent topics will be planned after a review at the end of that period. The IPD Framework Conference in September 2005 identified the theme for 2006 but the themes for 2007/2008 are yet to be determined. For track two, the General Assembly recommended to a follow-up on indigenous knowledge and biodiversity, militarization/conflict resolution, globalization and review international standard setting on the rights of indigenous peoples. A more detailed concept of these Conferences will be determined by the AIPP Executive Council and the host organisation.

Also under this Programme is the Collaborative Management Learning Network, an initiative to bring together indigenous peoples, NGOs and Park authorities from seven selected protected area sites in Southeast Asia to draw lessons from such engagement. Such lessons will be shared with other protected area sites where indigenous peoples are living within or adjacent to such protected areas. AIPP as project holder, will be part of the Core Committee comprising of the International Workgroup for Indigenous Affairs, the Forest Peoples Programme and the Theme of Governance, Equity and Rights (TGER) of the IUCN's Commission on Environment, Economics and Social Policy (CEESP).

Continue to organize two Women and two Human Rights Training per year in different countries. The human rights trainings are aimed at enhancing awareness of community representatives on their rights as indigenous peoples, recognised in both the international and national instruments, while the women trainings are aimed at providing women with a broader comprehension of their rights and building their capability to protect and insist recognition of such rights within their community and in general.

Research |

Further research on strengthening and promoting indigenous knowledge and implementing the Akwe:kon Guidelines and the findings of the composite report. Other topics related to indigenous peoples and biodiversity will include sustainable use, protected areas, inland waters, national implementation of the CBD and sui generis protection of traditional knowledge. The AIPP Secretariat and the IKBC will be directly responsible for organizing the research.
To carry out other research topics and documentation of experiences both as a preparation for the regional conferences/workshops and to be used in advocacy and campaign work at the UN and at the local-national level. Some topics suggested are communal land rights, militarization and indigenous conflict resolution and impact of globalization.

4. |
Regional Capacity Building |

The main activity is the initiative to enhance indigenous peoples' capacity for self-organising through trainings for community organisers and leaders based on existing expertise of indigenous organizations in Asia . The Indigenous Community Organisers and Leadership Trainings (ICOLT) is a joint programme with the International Workgroup for Indigenous Affairs (IWGIA), which has initiated discussions with the Cordillera Peoples Alliance (CPA), Philippines and Partners of Community Organisations, Sabah (PACOS Trust), Malaysia . It is envisaged that AIPP, in the long term through its collaboration with other members and contacts, would lead this regional initiative of inter-peoples' empowerment and to establish learning networks and competence centres. Between 2006 – 2008, AIPP will contribute towards: |

Contribute to the ICOLT initiative that will allow active exchanges among indigenous leaders and build a foundation for a learning network among organizers and leaders; |

Continue to develop the training modules for community organisers and leaders that can be adapted to the situation of organizations/communities in need of such training; and |

Identifying donors who are willing to provide support for the development of the training curriculum, build training/competence centres and for the training and exchanges |

Strengthening of AIPP |

Building greater collective leadership of the AIPP Executive Council (EC) by ensuring better communication among the EC through use of teleconferences and by providing the necessary equipment and funding for field visits; |

Building collective ownership in AIPP by introducing action-oriented programmes and encouraging active participation of members in the Committies and Programmes; |

Encouraging greater cooperation on common issues and campaigns by coordinating international and national campaigns and policy advocacy; |

6. |
Campaign and Policy Advocacy |

The Programme is aimed at enhancing advocacy work at the international level and supporting campaign and policy advocacy in countries that require assistance. A full-time staff who will coordinate the production of reports on “ Indigenous Peoples and Human Rights in Asia” , to work together with communities who want to initiate national campaigns on violation of ratified international instruments by governments, shall be engaged to help in this Programme. This campaign will also be linked with the existing advocacy work at the UN fora, the human rights training and avail other UN mechanisms.
Local-national advocacies for legal and policy changes are also envisaged through the holding of annual strategic planning workshops to exchange experiences and create a common platform for advocating rights of indigenous peoples in the region. These workshops would present an overview of the trends and challenges/gaps in recognising rights of indigenous peoples within international instruments; provide a venue for indigenous representatives to discuss and share their experiences at the local-national advocacies; identify priority areas and actions at the local-national level to support challenges/gaps in the formulation of international instruments; and formulate strategies and specific actions towards translating international instruments and policies applicable to the local-national situation.

Youth Programme |

Immense concerns were expressed at the growing gap between youths and elders, resulting in the loss of cohesiveness in indigenous communities. The fourth General Assembly decided that youths ought to be featured in all Programmes and efforts shall be taken to understand and bridge this gap. The main activity are dialogues between youths and elders aimed at helping indigenous communities to work together in the inter-generational transfer of indigenous knowledge and values and to foster greater understanding that will ensure continuity of indigenous identity among youths. The programme will promote mutual respect and needs, and not intended for youths to have a separate activity from the rest of the community. Related AIPP current or proposed activities to the youth programme are the setting up of indigenous traditional learning centres, networking and internship.
